Best Online Form Builders 2026: Forms and Surveys Compared
We rank online form and survey builders using only facts from their own sites: the monthly price of the cheapest paid plan with monthly billing, whether there is a permanent free plan and how many responses it allows, payments inside forms, conditional logic, file uploads, a public API, a HIPAA option for health data, storage of responses in the EU, a data processing agreement (DPA) under GDPR, single sign-on, two-factor sign-in, the year the company started and a public status page. Every fact links to an official page with a check date. We do not use reviews, user scores or our own tests, which we cannot repeat, and paid placements never change the Score.

Not ranked yet: not enough verified data
These services are known to us, but we haven't verified enough facts to rank them fairly.
- Fillout (68% backed by facts)
- Formstack Forms (site closed to automated checks, )
- LimeSurvey (62% backed by facts)
- QuestionPro (42% backed by facts)
- SurveyMonkey (59% backed by facts)
- SurveySparrow (33% backed by facts)
- Wufoo (59% backed by facts)
Sites marked as closed refuse automated reading (403 error, captcha or a robots.txt ban). We don't bypass such protection, so we can't verify their facts and they are not ranked. This says nothing about their quality. A company can send links to its official pages to [email protected].
How we calculate the Score
30%
Price
Monthly list price in USD of the cheapest paid plan with monthly billing: $0 scores 100, $100 or more scores 0 (weight 3). Annual-billing discounts and promotions are ignored; a price shown in another currency is converted at the ECB rate of the check date. If the page shows the price only after a script runs, or the vendor sells no monthly plan, the fact stays empty. Also a permanent free plan (weight 2) and how many responses the free plan allows, up to 1,000 (unlimited scores 100; weight 1).
30%
Features
Whether forms can take payments (weight 2), use conditional logic to show, hide or skip questions (weight 1), accept file uploads (weight 1) and whether the vendor documents a public API (weight 1). The fact shows that a feature exists on some plan, not that the cheapest plan has it: check the note under each fact.
25%
Privacy and security
Whether the vendor offers a HIPAA option for health data, usually with a business associate agreement (weight 2), lets you keep responses in the European Union (weight 2), offers a GDPR data processing agreement (weight 1), single sign-on (weight 1) and two-factor sign-in (weight 1). Most of these come with business or enterprise plans. We record the vendor's statement; we do not audit it.
15%
Track record
How long the company has been running: 20 years or more scores 100 (weight 2), and whether it publishes a public status page with incidents (weight 1).
How to choose an online form builder
Count your responses
Estimate how many responses you will collect per month and whether limits apply per month, per form or in total. Check what happens at the limit: some services stop the form, others charge for extra responses.
Check what the cheapest plan leaves out
Payments, file uploads, removing the vendor's branding and team seats are often limited to higher plans. Read the plan comparison before you build your forms.
Handle personal data properly
Sign the vendor's data processing agreement if you collect personal data of people in the EU, choose EU storage where available, and ask only for the data you need.
Make sure you can leave
Export your responses to CSV or Excel during the trial. A documented API and webhooks make it easier to move data to other tools or to another service.
Frequently asked questions
Which form builder is best?
The service in first place has the highest Score under our open method, but the Score does not measure ease of use or design. Compare the price, the free response limit and the features you actually need, such as payments or file uploads.
Why do you compare the monthly price?
Monthly billing is the price anyone can start with, while annual discounts differ a lot between vendors. We take the cheapest paid plan with monthly billing. Several builders charge per user or by response volume, so check the plan limits for your case.
Why is the price empty for some services?
Some pricing pages show the price only after a script runs in the browser, and some vendors sell no monthly plan at all. We record only what is readable on the official page, so the fact stays empty and lowers data completeness.
Can I collect health data with these tools?
Only with a vendor that offers a HIPAA option, usually on a specific plan and with a signed business associate agreement. A HIPAA option on the vendor's side does not make your forms compliant by itself.
What does an empty fact mean?
We could not confirm it on an official page, sometimes because the vendor's site refused automated access. An empty fact scores zero and lowers data completeness. A service with too little data is not ranked.
