How to buy a used car safely online
Check the car in the official register
Before paying anything, run the official check of the country by VIN or plate: registration, restrictions, theft, pledge or inspection history. A paid history report from the site is a supplement, not a replacement.
Compare the VIN everywhere
The VIN in the ad, in the registration document and on the car itself must match. A seller who will not show the VIN or the documents before the viewing is a reason to walk away.
Never pay a deposit to a stranger
The most common fraud is a request for an advance payment to "reserve" the car or for delivery. Pay only at the handover or through the site's own safe deal, never by a link received in a chat.
Have the car inspected
An independent inspection at a garage or a diagnostic centre will show accident repairs, rust, engine and gearbox faults and paint thickness. Test-drive the car cold.
Check the market price

Put the sale in writing

The official guide "You are buying a car" on gov.kz advises checking the owners, any pledge, arrest or other restrictions, whether the car is wanted, fines and tax debts, and accidents, using eGov.kz and state bodies' resources. It also says that online checks do not replace an inspection of the car and a check of the documents' authenticity.
What does the "Car history" service show?
According to state bodies on gov.kz, the eGov.kz service shows, by plate and registration certificate number, the make and year, engine size, colour, date of first registration, the number of previous owners with re-registration dates, and any pledge or encumbrance. It is also available in the "102" app and in several banks' apps.
How do checks on Kolesa, Aster and Mycar differ?
They are the sites' own or partner reports: useful for filtering, but no replacement for the state "Car history" service and an inspection. A "safe purchase" or "safe deal" on a site may cover only cars the company sells itself, so read the terms.
