Car rental companies in Russia 2026: a ranking built on verified facts

A ranking of car rental companies in Russia that rent cars without a driver to private customers by the day, built only on facts from the companies' own websites and the App Store. Car-sharing services, marketplaces of rental firms and long-term subscription offers are not included. For price we take the cheapest published daily rate for the cheapest economy-class car on a 3-day rental at the regular price (no promotions or club prices), in Moscow if the company rents there, and show it as a percentage of the country reference price of 3,250 roubles (the median of the prices collected at launch); the original price is on the card. Where a company only publishes "from" prices or rates for 5 days and longer, the price fact stays empty. We also check whether the company publishes its legal entity with OGRN or INN and the deposit amount, whether CASCO is included in the base price (OSAGO alone does not count), whether mileage is unlimited on the base tariff, free cancellation, online booking, pick-up at airports, the number of cities and the App Store rating. Every fact links to its source with the date we checked it. Reviews are not used. Compare Scores only within Russia. Places are not for sale.

Not ranked yet: not enough verified data

These services are known to us, but we haven't verified enough facts to rank them fairly.

How we calculate the Score

25%

Transparency

The website names the legal entity behind the service together with its official registration number, states the amount of the security deposit (or that there is none), and the year the company started.

30%

Price

The published daily price of the company's cheapest economy-class car for a three-day rental (the price band covering three days, or the single daily price if there are no bands), including VAT, without promo codes or loyalty discounts, as a percentage of the country's reference price. Where only a "from" price is published, we use it and say so on the card. The lower the price, the higher the score.

30%

Rental terms

Damage cover for the rental car itself (CASCO, CDW or a limit of the renter's liability, with or without excess) included in the base price; compulsory third-party motor insurance alone does not count. Unlimited mileage on the base tariff, and free cancellation of a booking at least up to a stated time before pick-up.

15%

Convenience

A booking form with dates on the official website, pick-up or delivery at the country's main airport, the number of rental locations the company lists in the country, and the App Store rating of its own app.

How we rank

How to rent a car

  1. Compare the full price

The daily rate is only part of the cost. Add the deposit, extra mileage, delivery, an additional driver, a child seat, out-of-hours hand-over and the fuel policy. Ask for the total for your dates in writing before you pay.

  2. Check what the insurance covers

Find out whether damage to the rental car itself is covered and up to what amount you remain liable (the excess or deposit). Glass, tyres, the underbody and the interior are often excluded even with full cover.

  3. Read the contract before you sign

The contract states the mileage limit, where you may drive, whether you may leave the country, what happens if you are late and how damage is assessed. If something you were promised is not in the contract, ask for it to be added.

  4. Inspect the car at pick-up

Walk around the car with the agent, photograph or film every scratch, the fuel level and the odometer, and make sure all defects are written into the hand-over report. Do the same when you return the car.

  5. Plan for fines and tolls

Traffic fines and road tolls during the rental are your responsibility. Companies usually pass on camera fines with an administration fee, so ask how this works and pay toll roads on time.

  6. Get your deposit back

Ask when and how the deposit is returned or unblocked and keep the return report signed by both sides. If money is withheld, ask for a written calculation and the documents behind it.

Frequently asked questions

What kind of contract is a car rental in Russia?

It is a contract for the rental of a vehicle without a crew: the lessor gives the car for temporary possession and use for a fee, without providing a driver or technical maintenance (Article 642 of the Civil Code). The contract must be made in writing regardless of its term (Article 643).

Who pays for insurance on a rental car?

Unless the contract says otherwise, the renter bears the costs of maintaining the rented vehicle and of insuring it, including insurance of the renter's own liability (Article 646 of the Civil Code). Whether CASCO is included in the price, and with what excess, depends on the company, so check the terms before signing.

Who is liable if a renter causes an accident?

Liability for harm caused to third parties by the vehicle lies with the renter (Article 648 of the Civil Code). In June 2026 the Supreme Court confirmed this in a case where the owner had not added the renter to the OSAGO policy: the renter, as the lawful possessor of the car at the time of the accident, is liable for the damage.

Who pays a speed camera fine for a rental car?

The fine is issued to the registered owner, that is the rental company. The owner can be released from liability on appeal if it proves that the car was in another person's possession at the time; a rental contract is one of the accepted proofs, according to the Supreme Court Plenum. Whether the renter repays such fines, and whether a handling fee is added, is set by the rental contract, so read this clause.
