A ranking of car rental companies in Almaty, Astana and Shymkent that rent cars without a driver to private customers for a few days, built only on facts from the companies' own websites. We check whether the site names the legal entity with its BIN, whether the deposit amount is published, the cheapest published daily price of an economy car for a 3-day rental shown as a percentage of the country reference price of 16,500 tenge (the median of the prices collected at launch; the original price is on each card), whether damage cover for the car itself (CASCO) is included in the price rather than only the compulsory third-party policy, the daily mileage limit, free cancellation, online booking, airport pick-up and the number of offices. Most local firms take bookings through WhatsApp and set a limit of 150–300 km a day. Car-sharing apps, aggregators and taxi-fleet rentals are not included; Avis, Hertz and Sixt have no separate Kazakh website, so they are not in the list. Compare Scores only within Kazakhstan. The website names the legal entity behind the service together with its official registration number, states the amount of the security deposit (or that there is none), and the year the company started.

The published daily price of the company's cheapest economy-class car for a three-day rental (the price band covering three days, or the single daily price if there are no bands), including VAT, without promo codes or loyalty discounts, as a percentage of the country's reference price. Where only a "from" price is published, we use it and say so on the card. The lower the price, the higher the score.

How to rent a car
Compare the full price
The daily rate is only part of the cost. Add the deposit, extra mileage, delivery, an additional driver, a child seat, out-of-hours hand-over and the fuel policy. Ask for the total for your dates in writing before you pay.
Check what the insurance covers
Find out whether damage to the rental car itself is covered and up to what amount you remain liable (the excess or deposit). Glass, tyres, the underbody and the interior are often excluded even with full cover.
Read the contract before you sign
The contract states the mileage limit, where you may drive, whether you may leave the country, what happens if you are late and how damage is assessed. If something you were promised is not in the contract, ask for it to be added.
Inspect the car at pick-up
Walk around the car with the agent, photograph or film every scratch, the fuel level and the odometer, and make sure all defects are written into the hand-over report. Do the same when you return the car.
Plan for fines and tolls
Traffic fines and road tolls during the rental are your responsibility. Companies usually pass on camera fines with an administration fee, so ask how this works and pay toll roads on time.
Get your deposit back
Ask when and how the deposit is returned or unblocked and keep the return report signed by both sides. If money is withheld, ask for a written calculation and the documents behind it.
Frequently asked questions
Is car insurance compulsory in Kazakhstan?
Yes. Every vehicle owner must have a compulsory motor third-party liability contract (OGPO VTS); without one, driving is prohibited. Its terms are the same at all insurance companies and are set by law.
Does the compulsory policy cover damage to the rental car?
No. OGPO VTS covers the owner's liability for an accident caused by the driver: the payment goes to the injured party, not towards repairing the car you drive. Damage to the car itself, theft or hail damage is covered only by voluntary motor insurance (CASCO), whose terms are agreed in the insurance contract.
What should I check in a rental contract?
Whether CASCO is included in the daily price or sold as an extra package, and how much you pay yourself after damage: many firms include only the compulsory policy, so without CASCO the repair is charged to the renter or deducted from the deposit. Also check the deposit amount, how many days it takes to be returned, the daily mileage limit and the price per extra kilometre.
