How it is calculated
Duty. An individual importing a passenger car for personal use from outside the EAEU pays a unified rate (EEC Council Decision No. 107, Annex 2, Table 2) that already covers duty, VAT and excise. Cars up to 3 years old pay a share of the price but no less than a minimum per cm³: up to €8,500 — 54%, at least €2.5/cm³; €8,500–16,700 — 48%, at least €3.5/cm³; €16,700–42,300 — 48%, at least €5.5/cm³; €42,300–84,500 — 48%, at least €7.5/cm³; €84,500–169,000 — 48%, at least €15/cm³; over €169,000 — 48%, at least €20/cm³.
Cars 3 to 5 years old pay by engine size only: up to 1,000 cm³ — €1.5/cm³; 1,001–1,500 — €1.7; 1,501–1,800 — €2.5; 1,801–2,300 — €2.7; 2,301–3,000 — €3; over 3,000 — €3.6/cm³. Over 5 years: €3, 3.2, 3.5, 4.8, 5 and 5.7/cm³ in the same bands. The duty in euros is converted at the rate in the “Euro exchange rate” field; 0 means the national bank's official rate on 31 October 2026.
Customs fee. Belarus — BYN 120 per vehicle for personal use (Presidential Decree No. 443). Russia — by customs value in roubles, rates from 1 January 2026 (Government Resolutions No. 1637 and No. 1638): up to RUB 200k — 1,231; up to 450k — 2,462; up to 1.2m — 4,924; up to 2.7m — 13,541; up to 4.2m — 18,465; up to 5.5m — 21,344; up to 10m — 49,240; above — RUB 73,860. Kazakhstan — Government Resolution No. 171 sets no fee for the passenger customs declaration (its 6 MCI fee is for the goods declaration), so no fee is added.
Recycling fee. Belarus (Council of Ministers Resolution No. 195, item 1.3): for individuals BYN 624.92 for a car up to 3 years old inclusive and BYN 1,282.02 for an older one. Russia (Resolution No. 1291 as amended by No. 1713, 2026 rates): base RUB 20,000 × a coefficient; for personal use with up to 160 hp (117.68 kW) and up to 3,000 cm³ — 0.17 (RUB 3,400) up to 3 years and 0.26 (RUB 5,200) older. Above 160 hp or 3,000 cm³ the coefficient comes from the engine-size-and-power table, e.g. 45 and 74.64 (RUB 900,000 and 1,492,800) for 1–2 litres and 161–190 hp. Kazakhstan (Recycling Payment Methodology, Annex 4): 50 MCI (KZT 4,325 in 2026) × a coefficient by engine size: up to 1,000 cm³ — 1.5; 1,001–2,000 — 3.5; 2,001–3,000 — 5; above — 11.5; age does not matter.
Not included. Battery-electric cars pay a combined customs payment under each country's own rules and reliefs instead of the unified rate; we could not verify all of those 2026 rules in official texts, so the calculator does not cover electric cars. A hybrid is treated as a combustion car by engine size. Shipping, Kazakhstan's recycling fee for cars from Russia or Belarus (a different coefficient), registration, a customs revaluation of the price and broker fees are not included.
Frequently asked questions
How much does it cost to clear a car from Europe in Belarus?
The EAEU unified-rate duty plus the BYN 120 customs fee and the recycling fee: BYN 624.92 up to 3 years old, BYN 1,282.02 older. For example, a 3–5-year-old 1,600 cm³ car for €10,000: duty 1,600 × €2.5 = €4,000 (BYN 13,120.40 at 3.2801), about BYN 14,522 in total.
How is the duty calculated for a car over 5 years old?
By engine size only: €3/cm³ up to 1,000 cm³, €3.2 up to 1,500, €3.5 up to 1,800, €4.8 up to 2,300, €5 up to 3,000 and €5.7/cm³ above, converted at the National Bank's rate on the day of declaration.
What is the recycling fee for individuals in Belarus?
Under Council of Ministers Resolution No. 195 of 23 April 2026 (Annex 2, item 1.3): BYN 624.92 for a passenger car up to 3 years old inclusive and BYN 1,282.02 for an older one imported by an individual for personal use. Engine size does not matter.
How are electric cars cleared in Belarus?
An electric car pays a combined customs payment, not the unified rate, so the calculator does not cover it. Until 31 Dec 2026 a Belarusian citizen resident in Belarus can import an electric car (HS 8703 80 000 3) free of duties and taxes within a quota, with a document from the authorised body (Decision No. 107, Annex 3, item 9).
Which documents are needed in Belarus?
Passport, the purchase document with the price, the registration document from the export country and a passenger customs declaration; for the recycling fee, a document confirming category M1 (such as the registration certificate). The list is on the State Customs Committee site.
